Construction of a 50-acre Summerfield Community Park, located behind the Summerfield Community Center on Centerfield Drive, has begun.  Funding from the county and state in the amount of $350,000 has been secured ($250,000 from a state PARTF grant and $100,000 from the county) and the town has budgeted an addtional $150,000 for Phase 1 of this park. 

Dwayne Crawford and Becky Strickland, Summerfield's two newest council members, have voted against the town spending funds for this community park because they say there is not enough public support for it. 

Do you support the town continuing to move forward on Phase 1 of this park, or should the project be stopped and the grant money be returned? (Please only respond if you are a Summerfield resident).

Pappy supports the park! Pappy says let's finish Phase I so we can start on Phase II!

Pappy I couldn't have said it more eloquently except I would add lets make sure that there is money in the budget for next year for the next phase. The money has to be there in order to get the matching funds if we are lucky enough to get another Partf grant. Budget deliberations will start in about a month.

I know that people who know me get tired of hearing me say this but if we are going to be a real Town then we need to act like a real Town. Real Towns don't wait for the county or the state or the feds to provide them with things, Real towns plan, implement and construct the things that the citizens need to be healthy, safe and happy. I think parks fall under all those categories for the citizens.

I agree with Pappy and Jane. The following is what I emailed to Cindy at the NWO earlier today.

I definitely support the town moving forward on the park in Summerfield. It is also my opinion that most residents of Summerfield support the development of more open space and outdoor recreational areas, considering them key components of their quality of life.

“Green space”, such as the proposed park, plays an important role in the development of healthy, productive communities by providing both passive and active recreational opportunities for residents. Green space also emphasizes the important role of nature in our lives, stimulates social interaction, and helps to maintain the charming qualities of Summerfield’s small town atmosphere.

It is my hope that town leaders will recognize the value in completing the Summerfield Park and in continuing green space development projects.

acook, I know you have already prepared your proposals for the gardens for the park, but what do you think about getting the kids at Summerfield involved. The school could have a section that they maintain. Sort of a pre horticulture program. The school  is going to want to have access to the park, and will do what it takes to be a part of the beginnings. Why not access the kids to get the parents involved. If the kids are interested the parents will be. Has anyone thought of contacting the school to get parents and kids involved?

I would like to express my overwhelming support for our Summerfield Community Park. This park has been in the works for over 5 years now, it would be irresponsible for the present Town Council to halt construction and or stall the momentum of this project. Our state, county and past local government officials are in support of this project, and for good reason. They along with many in our community would like to see Summerfield as an exciting place to live, work and play. This park will help provide this, as it will contain facilities for people of all ages and activity levels to enjoy. Our town also needs an active park, furnishing soccer fields and baseball fields, but this needs to happen only after we finish this project, which is underway. Parks are clearly a good idea for our community. So, yes to parks and yes to providing the funds necessary to finish our Summerfield Community Park!

I support the park.  My entire family (immediate and extended) supports the park and had my dog lived to see it finished, he would have supported the park.


I am offended that $trickland and ¢rawford (Great one pappy...) continually seem to disregard the opinions of the many citizens who mailed their surveys in to the town in support of the park.


I am offended that they choose to call the park the 911 tower park when in actuality its official name is the Summerfield Community Park.


I am offended that they choose to disregard the many volunteers who have spent countless hours of time volunteering to see this park built.


I am offended that they choose to disregard the thousands of dollars that have ALREADY been donated to this park by local businesses and citizens. 


In short, they offend me and I support the park!

I do not see why we are talking about stopping construction of our Summerfield Community Park. The town is contractually obligated to pay Barr construction to build phase 1 of this park. We can pay them to go away or pay them to finish the park. 

 
We (Summerfield) has a contract and an obligated to pay for the playground equipment which has been ordered, we have a contract with the state for the matching funds provided by the grant, we have an obligation to the county to build this park, we have obligations to the many donors that have contributed to this park, we have an obligation to the Community Center Inc. to finish this project, we have an obligation to the scouts that are currently building picnic tables for the outdoor classroom, we have an obligation to the hundreds of citizens that have voiced their support in favor of this park, we have a contract and an obligation to Barr construction to build the park … the list can go on and on.

 
The trees have fallen and the dirt leveled, why would we even consider paying for the cancellation charges and penalties for a muddy hole in the ground? We might even be sued over this. 

 
The citizens would, in the end lose, by spending all of the money, and getting nothing in return. Tell me, what responsible person would stop construction of this park now? This would not be remotely responsible!
This would be gross waste of our tax dollars!

 
This should not even be a topic of discussion as this is ridiculous.

Actually, I'm still composing my presentation. As far as your suggestion regarding getting the school involved...definitely! I have three areas in my proposal where school involvement in highly encouraged...two of which wouldn't even be possible without student/school involvement.

Who would be a good contact at the school? Any ideas?

I agree with Skiddles , we have studied and worked on this project for many years. the contract is signed ,the money has been in the budget. It is ridiculous to bring this topic up. We are showing people as a Town we cannot decide on anything. Move on with the park. Its the right thing to do......... The council needs to work on finding land for ballfields. In the budget we have $400,000 to buy land this year for ballfields. Why are we not advertising and looking for land. The council has approved it in the budget. Its time to quit talking about it and do it.

Ride on Fat Pappy, Doggett, Skiddles and the rest of you that see the short sightedness of the two new comers to the Summerfield Town Council. Their actions thus far only demonstrate their total lack of understanding as to "What makes the town tick" or they are just without vision.  


A new town like Summerfield has numerous needs in the proper planning for its citizens. The town council in the past has had its growing pains but most has been worked out by honest people that looked to the future with clear vision.

The Summerfield Community Park has come about through the hard work and citizen input requesting a place to go and enjoy the outdoors within our growing town.

Through the unselfish donation of years of hard work, one of  our citizens has put in place the Summerfield Community Park. Through the help of her many friends she formed, early on, the Summerfield Parks Committee, the largest and possibly the most active volunteer group in town. This group secured the land, the financial grants and the donation of countless hours of time from our citizens in making all of this happen.

It would be a travesty to abort this on-going project and face those who have done so much to bring it about. This to say nothing of leaving our park in disarray, having to pay funds to the contractor for breach of contract along with countless other troubles we would bring on our town leaders. This would also place a blemish on the name of Summerfield that would take years to overcome.

I don't mean to rain on your parade, but don't count on the school getting involved.  Any trip off school property (yes, across the street) is considered a field trip that involves having parent permission slips filled out each and every time.  This might have changed over the last few years, but not to my knowledge.  Also, Iknow the teachers at Summerfield fairly well, and I don't think they will 'buy into' this concept.  Most don't even do much maintance/upgrading of the school grounds.  Don't get me wrong, I love our teachers, but with less assistants, higher educational standards, etc... they don't have time.  How about a gardening club?

I don't mind a little rain, dmauser...and I understand the restraints of public education.

It's too bad that spending time in nature and learning how to interact with the land through gardening isn't considered a high educational standard by the NC Department of Public Instruction.

I actually have two private schools in mind who would love to help. Perhaps a gardening club would like to participate as well.

Great idea acook, I also know of a private school, NGFS, that may be interested in doing something like this. Fridays are their "community service" days. This might be right up their alley and another school to add to your list.

dmauser, I was just excited about getting the kids involved.  I guess I didn't think that one through (getting the schools involved).  It seems like we don't have a lot of kids involved as of fight now. I know the boyscouts are doing the picnic tables, but that is all that I have heard about that kids are doing.  It seems like to me that if we could find a way to get the younger generations involved then we would be establishing good ground for the future of the park.  Who better to oneday put the project in the hands of than our children who have grown up there.  Thanks for getting us back on track with the GCS system, that is just motivation to look at other avenues.

Skiddles- NGFS is actually one of the schools I had in mind. Great minds think alike! Of course now we only have two private school possibilities instead of three...oh well. The Montessori School is the other possibility. I've already talked with the Permaculture teacher there and he is definitely interested.


lacka- I wouldn't give up hope entirely on the GCS system. I actually know of a public school in the area that has a gardening/community service program and another one that is thinking of starting one.:D

Its nice to see a town care about its kids and citizens to spend some of their tax dollars on them.

Summerfield lets use what we budgeted our money for and get moving on it..........

Oh.. and I was reading a (Fabio Pappy type fiction)  book the other day and they mentioned the guy who planned Savannah GA after the fires (Oglethorpe I think his name was) and said that he planned the entire city around a series of "little" parks.


Anybody been to Savannah?  Is that true? If that's so, what a lovely vision he had.

Was in Savannah 3 weeks ago, you are correct, there are 23 parks in the downtown area, was 24 but 50 years ago the city lease it for a 4 story parking lot. Lease is up this year it will be torn down and put back as the original park. They have very nice tours of area.

They have these ORANGE tour bus that you can get off and on at places all over town. Make sure you eat at SPANKY on the river front.....

I was having this dream last night about Monty jumping around with his little sign, but the sign said "PARK" on it.   The dream didn't make sense until this am.

LOL Steve, looks like they were having a good time without us last night.  Where did this Mike Stewart come from?  I guess sittin' up there behind that long table at the TC meetings just gives the impression of being stuffy.  Now that we have gotten to know Citizen Mike and Citizen Jane it makes me wonder if those other TC members are this much fun in real life.

Steve, I can just imagine you sleeping on that park bench.  I read somewhere that you went to a party without us.  Don't we party enough for you here?  Anyway that they had little off topic monty signs.  Ok this is park related, don't off topic me.  But wouldn't it be great if we had little "keepoff the grass" signs with Monty as the mascot?  I would love to see that as I walked along the park trails.

Lacka I think that is a great idea but first we have to get the matching funds for the next grant in the budget so we can continue on with the park. Won't it be nice to get all the park done so that we don't have to be under construction for the next 5 years. Aren't going to even aply for the next grant until next January. How sad is that?

Yes, the map was in the NWO and you are right Mike, it was a long time agooooo. Maybe Patti will cover the park again soon and let everyone know all the details.. where it is, what & how they can support parks and when the "GRAND OPENING PARTY" will be. whoo-whoo! Steve would you come to our party?? This would hopefully get everyone excited. At this time they will be able to touch the new playground, trails, shelter, etc.  I can see it ... families & friends everywhere!! In Patti's article (crossing fingers) she could also print the map again and explain phase 2.

We will be glad to do another article on the park in Summerfield and include a map. 

By the way, in our Feb. 3 issue we'll be printing the responses to our survey in which we asked if Summerfield residents support the park.  We got an overwhelming response and had to expand it to 3 pages.  We'll run that first, then follow up with an update on the park.

Skiddles, do you have any idea when the Grand Opening will be?

Patti, I don't know of any scheduled "Grand Opening" of the park in the park, but wouldn't it be a great get together for our community... Pappy grab your lawn chair and bucket of chicken. I'll be com'n with blanket and family picnic basket in hand. Ice Cream for everyone!! I might have to do some follow up on this thought!

On the grand opening of the park, George Holub (the Volunteer Project Manager) says phase 1 is scheduled for completion in June or July. When it gets closer to being finished and a date is set, somebody be sure to let me and Patti know -- we'll be there with our cameras, taking pictures of all you guys sitting in your lawn chairs, eating chicken and smiling! :D

Mr. Holub was nice enough to take time out of his weekend to give me and PaulW a tour of the park today. A big thank you to George!

:)

He pointed out areas where the playground and outdoor classroom will be located. He also pointed out areas that might be good for a community garden and other "green" projects.

Paul and I saw several areas that could be specified as mini demonstration wildlife habitats.

It's going to be a great place for the community when it is finished! Everyone involved should be proud.

I know that I've seen places like the Bicentennial Gardens and the Bog in Greensboro that have markers identifying various types of trees and plants. That might be a good idea, either in a specified area or at different spots along the walking trails. This could help people learn about various species of plants. Lots of people might not know what a Red Oak or a Loblolly Pine are.

Also at the Guilford Battleground, there are markers specifying different things that happened during the battle. Maybe some kind of markers telling various things about Summerfield's history could be done as well. (Historical committee??)

The park committee may have already thought of all this stuff, but I'm just throwing some stuff out there.

Great ideas, S. Smith! I'm sure the park committee has some great plans for the park, yet it's nice to hear suggestions from other citizens too. This forum has been a great place for people to voice their opinions and share their wishes/needs for the park.

Everyone agrees that Mr. Holub has done a teriffic job in overseeing the park construction.  He has donated countless hours of his time to the project and is obviously dedicated to its success.  Wouldn't it be to our benefit to offer him the position of park manager once it's completed? Hmmmm, George are you interested?

Sandra Smith made the suggestion that yet another facet of the park become an educational opportunity.  A fine example of this is the Asheboro Zoo.  They feature plants native to each continent,of course,  but I believe that in the "free space" the plants are native to North Carolina.  Many of these plants are labeled, but it's also interesting to dicover and identify plants that may grow in our own back yard.  What a great opportunity to teach our children to see and appreciate the world around them!

The State Zoo uses lots of volunteers to do their teaching. At one time there was talk of naming the trees. The Park Lady may know whether that is still in the plans.

When the Conservation Council was up and running (We are trying to reform if anybody is interested) we had put in the budget a person who would help identify critical open space and then the plan was to come up with a program for the town to protect the open space. Chapel Hill has a really great program where they investigate and then the town buys up designated open space for different purposes. In Summerfields case we need ballfields so in Chapel Hill they would identify where they want the ballfields and then purchase the land from the landowner.  If you hired a person to identify the land then they should  also be knowledgeable about what was there and could educate.

Their are people in our Town that want to stop everything and keep things just like they are now. Well we know that is not possible, as long as we have children it will continue to grow. Its called smart growth. I am willing to pay my part with money and time because this is my home.....

I have to share this conversation I had with everyone. One day I was having a conversation with one of our new council members. I asked this person, "How do you see our town growing?" He/She said nothing and looked at me kind'a puzzled. I think shem really didn't know where i was going with my question or how to answer me. Then I followed up by asking my question in another way, "How do you see our town in 10 or 15 years from now? What will it look like?" Then the answer came... now hold on, it was a doozy, stay with me....... the answer was, "I don't know, I'm not there yet."  Tada!! And that folks was my conversation with our new council member.

Thanks fer sharin' that, Skiddles. I wish't I knowed if it was Bozo the Clown or Bozo the Clone what said it. But, no matter. Pappy sees three possibilities fer somebody givin' such a answer:

1. You were not deemed worthy of actual two-way dialogue with a up and comin' demigod.
(Be thankful you weren't smote on the spot with lightnin' comin' out their eyeballs or else trampled by a plague of frogs.)

2. That person, or speech-enabled lump of organic material as the case may be, was just duckin' the question in a less than artful dodge.
(Pappy gives it a generous 1.5, and most o' that is for audacity.)

3. You may have delivered the question at a slight angle or without sufficient velocity to get through such a thick skull and it simply ricocheted off.

Pappy's eagle eye just happened to notice this tidbit about the local bald eagles. Sounds like they're doin' good! I think that's excitin'. If my hair (singular) ever falls out, people will be callin' me bald.

Pappy, Thanks so much for sharing this. This is really exciting news. I did an article on the pair of adult eagles a few years ago, so maybe it's time for a follow-up.

In thinking about the eagles and what eagles eat, it made me think about the lake there at the park property. Is the lake stocked? If not, is that part of the park plan? And if so, will fishing be allowed?

It used to be on the north side of Lake Higgins North East of Carson Dairy Road at the entrance to the first cove.  Yes, it can be seen from the bridge.  Used to be you could go to the lake and rent a boat and get within a few hundred feet. It may have moved since I got sick.  I had heard several fisherman say something about chaining a beaver to the tree.  Anyway, the white heads can frequently be seen flying the upper end of Lake Brandt at 220.  I've seen them many times.  The young (get a bird book) can be seen... they look just like a small golden,,, at times....  Did you know Ben Franklin considered them scavengers and so devoid of honor he voted against them being our national symbol and proposed the wild turkey instead?

Years ago when the eagles first showed up here, the nest was over by Higgins lake and could be seen from the bridge on Carlson Dairy Rd. I think I've heard that eagles always return to the same spot to nest but I don't know if that's where they are now. I can't believe I actually posted something in Summerfield :) I'm a Summernot but I do like to take a gander over here once in a while :D

Thanks for the eagle info...One of my kids says she watched a movie about eagles and folks were rescuing eaglets. She says that when the people feed the eaglets they have to wear an eagle puppet and pretend to be the bird's mom.


She also said this puppet was a very lame rendition of an eagle.  We got a kick out of that.


I don't know if the eagles are still nesting in that spot off of Carlson Dairy or not. That was a good viewing spot.  We did see a lot of "birdwatchers" stopped on the side of 220 last year looking toward the edge of the lake behind Bur-mil. I don't know if there's anything to that or not.

Yes, I do have eagle news! On Monday (Jan. 5), Carolyn Allen and I went out to Lake Brandt and confirmed the presence of two adult Bald Eagles and a "new-and-improved" nest! The nest is the same one they used last year (in a pine tree on the far side of the lake) but has been enlarged so that it is noticeably bigger now. Looking from the bridge at Carlson Farm Road to the nest you could see buoys in the water to keep boaters from approaching the nesting area. I haven't seen these buoys lately... are they still there?

After reading this passage of FPappy's it looks as like the eagles have moved from this spot (Lake Higgins) to a lake brandt site.... true? I'm still confused to where they are nesting.

Good meeting. No Mom did not come. Angela Cook is going to give her presentation next month as she had a major computer crash and could not print out what she needed. George gave a wonderful update on the park. We need to make sure that when the budget meeting is held the next phase gets funded.

Crackah, If I am not mistaken all of the questions that she had asked at the council meeting, beavers, and debris, etc.  were covered in the last parks meeting.  Had she stayed and not left in her huff she would have had all of the answers to those questions that she asked last Tuesday at the Council meeting.

George's reports are so exciting and the committee is so committed to having this park happen.  Can't wait til this summer when phase One is finished. Barr construction is ahead of schedule at this point.

Mike and Crackah, she did attend.  Oh yeah that is right, it was the wrong meeting.....and Steve made a great comment of somekind as she left.  I think the questions that she was asking about the beavers and the dump sites were answered by George in the January meeting....Perhaps she should have stayed at the meeting and gotten educated.  Might have saved the town some time.

I am not sure how many phases we now have at one time it was two phases but may have been broken out to 3.

I understand the curb and guttering is done in front of the community building. Haven't gone to see yet. I can't wait for the equipment to come for the kids March or April I think. I have gone over the the park on 421 on numerous occasions and it is so much fun watching the kids play on the equipement. Won't it be fun to walk on the trails and meet our neighbors this spring although I think trails maybe in phase 2. If you haven't driven over and looked go look although lol it is a mud hole right now you can begin to visualize the front of the park anyway.

The parking areas at the park look great!  So does the service road and bridge.  Can't believe it has happened this fast.  It's definitely worth a trip over there even if you can't picnic just yet.  The playground area is laid out as is the outdoor classroom.  What a cool idea - a designated  learning center in the park.

I took a spin over to the new park today!  WOW!  Curbing is laid out and looks good. That's really going to be an asset to the community center too.   Our park is starting to look like something other than a mudhole now....

Amen- Cracker. I grew up in a family where my father was one religion and my mother another. Daddy always said he hated snow as we kids would be hoping excitedly that we would get a foot or more. BS, Crawford and their spokesperson, Dunham have continually harped on the fact that they can't get an answer to the question "how much is maintenance for the park going to cost".



How can the TC and Staff KNOW the exact cost of maintenance if they haven't put out bids and contracted for it yet?  Seems to me the Concerned Citizens are asking the impossible and continually whining that staff isn't "disclosing" this information.  Let's consider this:



The information is DOES NOT YET EXIST and therefore it is not possible to disclose it.



Surely the CC's can come up with a little list on their own. In fact I think they probably already have.  Just in case, I'll get them started....mowing, restroom maintenance, staff to change toilet paper, lighting periodic replacement of equipment....



I would much rather my representatives do their DUE DILIGENCE (I've really come to HATE that term) and actually wait til there IS grass or at least until you can see the layout where grass will be before they contract for someone to mow it.

I expect some of the bids will be let in the next couple of months since the bathroom and 1st phase is expected to be done in June or July.  Actually the maintenance has been discussed early on at great length.  Cracker your list is fairly accurate as I rmember. I think one of the other concerns was vandalism.  Steve I am going to the meeting tonight if I don't forget and will ask the question if I remember.

 

Its a given that if that the Town will have maintenence costs with or with out parks as long as we are a town.  We have maintanence costs for the Town hall, we taxpayers pay for the lights at the community center along with mowing the lot on Summerfied RD.

Maintenance - Agreed, and OF COURSE !!!!   Stand in one spot, twirl 360 degrees and you will see 360 degrees of things that need maintenance.  Then look in the mirror and you'll see something else that needs constant maintenance (more with some of us!!)  Maintenance is a fact of life........and it costs money !!  So it shouldn't shock anybody that we're going to spend some tax dollars to maintain our beautiful new park when complete.  That's what tax dollars are for !!!

Here's the update on the park meeting tonight. The maintainence contracts will probably be bid out in June.

Angie Cook and Paul Weiss gave a wonderful presentation on the community wildlife habitat program and areas in the park that would be good places for habitats.

Also for Founders day it was suggested that we get precut wood and set up the table and have children that come around build bird houses or bat houses either for themselves or for the park habitat areas. Paul has plans now we need some lumber and supplies. Anybody have appropriate lumber or know anybody who might have some? We talked about seeing if Home Depot or Lowes might like to donate some.

The Conservation Council is going to start back up as a sub committee under Parks and work on getting the habitats set up for the park. Also educate people in the town on how to have nature habitats in their own yard.

The Park is perking right along. Down't know how the Town would have done it with out George though. He has done a remarkable job of over seeing everything and has saved the Town money.

Agreed........we're getting far more value than the project cost as a result of George's prudence.  I was amazed how he saved a bundle on the bush-hogging.

You guys are awesome!! I'm glad to see the Conservation Council is getting started back up under the Parks Committee. I love the idea of the two groups working together when possible, then breaking apart when there is a particular project that each group is interested in.

I'm glad Angie and Paul have gotten involved, and the idea of preserving habitats in the park is perfect. Because of the lay of the land and since most of the area will be left natural, that's a perfect place. No reason for all the birds and animals to lose their homes just because a park is being built! This is also a great time to educate people about habitats and perhaps have some people get their property designated as wildlife habitats.

I also love the idea of getting kids involved in building bird houses. Eastern bluebirds were almost wiped out a few years ago, but have been brought back largely because people started putting up bluebird houses. It would be great to get kids involved in building simple birdbird or other bird houses, and then they can take them home or "donate" their project to be used in the park.

Maybe you could also have some literature prepared for the kids to take home with them, telling how easy it is to build bluebird houses and how the species has been brought back from near extinction. (Maybe even a drawing of a bluebird for the little kids to color -- those who are too little to actually build a birdhouse.) This would be a great way to teach kids exactly what they look like so they could identify them.

George sent out a Park Report and it was forwarded to me.  Thought ya'll might like to see what's going on there.


 

Park construction report

We have put down blacktop in the parking lots and on the trail to the bridge.  

Concrete has been poured for the sidewalk and handicap ramp in front of the Community Center. 

Installed black fence posts around the playground. 

Duke Power connected the underground power lines to the Community Center. 

Striped the parking and handicap spots. 

Removed 2’6” of soil off the trail west of the bridge to comply with ADA requirements. 

Opened the trailer that contains the playground equipment and with the help of Bob William’s grandson, Reece, we (he) found the installer’s manual. 

If the weather holds next week, all sidewalks in the playground area will be poured.  

The following weekend we should plan on installing the playground equipment.  I will coordinate the time with Mark Brown who will head up the volunteers that will help with the installation.

Speakin' of which, while they're fixin' the door I hope they fix the wheelchair access into the buildin'. That's been a big problem fer at least one good ol' boy I know an' maybe more that wanna come out but cain't. A design that provides a ramp to make it possible fer somebody in a wheelchair to git all the way to just inches from gettin' in the door, then puts a step they cain't get over right thar, really misses the point!

I agree with you Pappy.  I know they were putting in a new (concrete I think) ramp, but I'm not sure if they are addressing the door stoop problem.  I will investigate it and report back.


I do like the way the council has turned the tables (so to speak) :D so that both doors are accessible to the audience.  In the old days, a person in a wheelchair would have to enter the building behind the council, therefore feeling like they were creating a scene if they came late or left early.  Much easier now though.  We can hear better too!

Hi Clifton!  Good to see you back! Thanks for the insight.  You are correct.  Most folks take for granted being able to step over a door jamb just like us right handers take for granted that all door knobs are on the right hand side of the doors!  It's most helpful when these things are pointed out and I am sure it's frustrating when folks seem insensitive to these issues.


I loved your quote. I can see where that issue might come up.  Some council members might not see the need to spend the $$$ because we seemingly don't have many "customers" who need that ramp. If it's addressed, perhaps more people who need special access and elderly folks like Pappy Jack will find their way to the meetings. Sure would like to see ol' Kevin Costner come thru that door one Tuesday though! :D


Macca, the reason the doorway issue wasn't addressed before I think is because the park is being built around a small building (the community center) that is 40 or 50 years old.  A building that old would be exempt from any newer regulations naturally.  Anything new that is being built is following these guidelines.


The whole building layout is a nightmare for a person in a wheelchair.... small doorways and a winding path over lots of cords and stuff to get into the peanut gallery.... The ramp and the door jamb are just getting the person in the door... Heaven help the person who might need to go to the restroom... more tiny hallways, doorways and all on the OPPOSITE side of the building from the entrance...It would be almost impossible for a wheelchair to cross the room without causing a huge scene(Tables, chairs and LOTS of people would have to be moved) during one of our normal meetings. Crackah, hate to show my ignorance, but I'm not even sure I know where this park is, much less what is being done there.... ♥♥♥

So the park, which is all new, is accessible for folks with handicaps, but the building, which is already on the property is not accessbile. But the Town is not required to make it so because they are not actually doing any work on the building? Is that right? If they were to upgrade the building they would be required to bring everything up to current regulations, right?

See the building doesn't belong to the town and neither does the land for the park... SF is leasing the land from the county and the grange or some group (Mike will know) owns the building. The owners of the building are just kind and let the town use the building for town council meetings since WE CAN'T FIT IN TOWN HALL ANYMORE. (I'm sure they are charging a rental fee, but I'm not sure and their rental fees are unbelievably inexpensive-doubt it pays their light bill)


I think some improvements to the building were in the park plan, but I'm not sure what exactly that entailed....I do know the building is going to reap the benefits of the new parking areas and sidewalks though... They really needed that upgrade. As far as I know, the town really has no right to fix the building unless the group who owns it allows it.


I'll research the improvements to the Community center next. :D


BTW... if you are facing Summerfield School there is a road that runs to the right of it...down beside the gym.   Stay on that road (veer right and don't follow the left curve behind the school) and you will see the park immediately on the right.... If you go in the near future, you'll recognize the dirt from the pictures I posted.  ;)

Thanks, CRACKAH! I would've never found that on my own! For some reason, I thought it was further down the road that goes in front of the school.... Might be worth a trip by there soon! Now all of the comments y'all were making about how the school could benefit from the park make more sense! It's right there at the school! ♥♥♥

Yep! It would be great for end of year picnics and such... They stick classes all over the place to have those kinds of functions and a park where the families could spread out would be nice.

Yeah, when Stokesdale finally starts developing its land, that could benefit the school as well... The town bought 25 acres almost 2 years ago, and it backs up to land behind the gym.... But the way Council moves, all my little ones will be in college by the time anything gets developed!!!! :shock: Some towns go fast, but ours could never be accused of that.... Slow and deliberate... Sometimes you wonder if they don't make a decision just so they won't make the wrong one....♥♥♥

I really hope that he'ps some people out. Or he'ps 'em in, I should say. Haven't really thought much about it, but Pappy wonders if'n there's other types o' disabilities that might need addressin'. Hearin' impaired? We got quite a few folks with SELECTIVE hearin' impairment! Hee hee! Pappy's got some sign language for 'em too. (Now, Pappy, it's Sunday.) I'm preachin' ain't I? Sign-tology! Hee hee!

But seriously, I wonder if'n anybody's ever looked into what types of special needs there might be out yonder. How would anybody know? If a person needs he'p just to ask fer he'p how would they ever get he'p?

I wonder if'n the Fire Department has any kind o' list o' homes with elderly or disabled that would give us a idee. I'd hate fer a elderly person to not be able to come to a meetin' if'n they wanted to. Them old timers got some good wisdom stored up yonder. Like poor ol' Richard Pryor used to say, "You don't get to be old by bein' a fool!"

Or unless you're lucky, like Pappy!

These poor young'uns ain't been gettin' nuthin' but excuses fer years about ballfields an' schools. It ain't right!

The NWO just gets better ever' time! Really been some good in-depth articles lately! Pappy likes them "follow up" articles about subjects like the ballfield that go on an' on till people ferget unless it's brought up agin. Good job, y'all! Makes me wanna larn how to read!

That's a great idea about seeking out folks who might need some kind of services but might not even know how to go about getting 'em! Wonder who could coordinate something like that? I bet you're right that the fire departments would have at least some of that info... a good place to start, anyway... and then, for the older citizens, there is some kind of group that coordinates meetings around the different parts of the county... and Meals on Wheels.... I guess just getting SOMEBODY to pull it all together would be the trick....

Tee Hee!  I appreciate Bob yappin' at the heels of that developer too Pappy!  My nephew (the pro in the making....) is in 2nd grade and had to start practice at 8:30 the other night.

The building and land is own by the Summerfield Community Center Inc. which is run by two of the three groups that started the building (Grange, Garden Club ). The Town has nothing to do with the building, they only rent it for meetings on certain days. The building has been a meeting place for over 35 years. Only the land around the Center was leased to the Town for the Park.

I went over to the park over the weekend to check out the progress. It's looking good! It was a beautiful day, and I walked on the trail all the way around the lake. Can't wait til I can go over and swing or play on the monkey bars. I promise to wait my turn and won't push any little kids off so I can jump on.

Anyone who hasn't been over to see what has been done at the park and community center should go. I know that Fat Pappy has been there. (Pappy, I saw where you left your "mark." :))

Next weekend (April 28-30), the parks committee will be putting together the playground equipment. I hear they'll even be serving a free lunch to volunteers. If you can help on Friday, Saturday or even Sunday afternoon (if needed), please contact Debbie Hoffman. I believe the hours will be 8-12 and 1-5.

The playground is going in! The small play set for toddlers was just finished and now they are working on the larger set for the older children. Tomorrow, Sunday, will be another volunteer work day ... come if you can!

It's so exciting to see everyone working together with BIG smiles.

It was sad to hear BS say last night, at the budget meeting that she thought  the town had thrown money away by doing the park survey.  She said that the survey results clearly stated that we should not move forward without a plan.  She said she could not support anything that did not have a plan.

Hello, It is called SPARCS.  Wonder what in the world she thinks those folks have been doing all this time???  Maybe coming up with a plan? 

I would just like to thank the members of the Summerfield Parks and Recreation Committee who have devoted their time, wisdom and energy to develop "a plan."  Those of you who have been working on "the plan" for years are not overlooked by the general public.  There were a couple of Parks and Rec people at the meeting last night.  I cannot apologize for the comments that BS made, but I can let you know that this is not the opinion of most of the citizens that are your neighbors.  If you don't believe me, check that survey that the town wasted all of that $$ on.

Cracker- What are the cc's doing any different from before? They have never been for anything? Folks in this town worked hard to get phase one funded half with grant money, did all the leg work, volunteered when necessary and we now have the start of a park we can be proud of. 

So we are surprised that the nattering nabods of negativety are at it again?  They don't want this town to be successful at anything that might be positive.

I don't know why Certain Citizens are so ag'in Phase 2 an' the amphitheater. You'd think they'd look forward to a nice stage fer all their little dramas! They'll either be comedies or tragedies I reckon, same as always. "Double, double toil and trouble..."

I was doing some work at the Community Center last night so I went over and checked out the park......unfortunately the swings was a little to low for me and the slide a little to tight...:?....But I have fun anyway.....

Everybody needs to take leisurely stroll through our new park....There is something for everyone. .You can not walk through the park and not feel proud of what your Town has done. It is time to start working on grants and funding for phase 2. Summerfield needs to finish what it stated.......

Now here's what we DIDN'T start:

We didn't start a "911" park.
We didn't start a "political" park.
We didn't start a "white elephant" park.

Here's what we DID start:

We started Summerfield Town Park,
a park all the people of Summerfield can be proud of,
and we need to finish it like the PLANS call for.

I reckon if anybody wants one o' them other kinda parks,
maybe they should call on one o' their charismatic leaders
to muster all their mighty legions o' volunteers,
an' get out there an' build a 911 Political White Elephant Park
they can be proud of, since they seem to want one so bad!

I think most of us like the park we got goin', though.

I was way down at Barber Park in Greensboro recently and WHOOEEE! What a park!  Now hold on, I realize we can't compete with anything that grand.  The interesting thing was that there were several rows of (beautiful new yellow) bleachers with neighborhood families enjoying watching the kids play ball.  Mind you, they had no connection with any of the team members or coaches.  Said they just enjoyed coming out to the ballfield in the evening.  What a great way to meet and enjoy your neighbors!

I'm not sure if'n this has been talked about elsewhar, but wouldn't it be a nice touch to have a butterfly an' hummin'bird garden somewhere in the park. Wouldn't be all that hard to do. Pappy loves watchin' them hummin' bird critters! Young'uns like 'em too.

Pappy the butterfly and hummingbird along with some other habitats are being discussed for the park. There are several people involved in this. Hopefully next summer we will be able to enjoy the birds and butterflys.

This is a copy of an email I got from George Holub. Wondering if anybody on the forum can help. 

 I need help for a half a day on August 12 Saturday 9  AM -1 PM to clean out the underbrush in a small patch of trees between the street and the play ground. Bring clippers, loppers and chainsaws .After we have cleared the woods I would have 2-3 truckloads of mulch brought in and hope that the same crew of volunteers would help spread it the following weekend or when ever it is convenient.

George said at the council meeting that he will take a volunteer whenever they can donate the time. Folks don't have to wait for a "work party" day to help out.

Fishing will be allowed in designated areas. Signs are in the process of being made so they can be put up but right there on the road is the main place that I remember. No boats.

Well, the park openin' would have to be qualified a rousin' success! Pappy ain't much on cypherin', but I hear tell we went mebbe a couple hunnerd beyond the 500 people mark! YEE HAW! The total would have been higher, but I hear a couple VIP's got turned away fer lackin' the proper parkin' permit. SHE HAW!

The playground got quite a workout! Kid tested, George approved! Pappy ain't never seen so many young'uns. I reckon all these new houses they're a-buildin' have actually got people in 'em!

Pappy saw a right long line a-waitin' fer Sheila Williams to draw a pitcher fer 'em. She does good stuff, but she might want to put some ice on that drawin' arm tonight! WOO! Here's one she drawed o' me. Really captured my essence, I think.



Saw them SYC young'uns makin' some purty steppin' stones and such. I reckon the plan is to make them steppin' stones part o' the park now. Really neat idee. Looked they was a-workin' hard an' a-havin' fun.

Looks like that survey they did was right. People wanted a park!

Goodness!  The donations were massive!  I'd love to list them all but I just couldn't. I wonder if it would ever be possible to print a list of donators in the NWO sometime? I know George keeps up with it but the list might just be too long....  I think it'd be a nice gesture to thank all of those landscapers and food vendors and churches who turned out to lend a helping hand to make our park and the grand opening just wonderful!

Hey all if you did not fill out a questionaire on phase 2 you need to. We need it for the grant we have to write over the next couple of months. Call Town Hall or talk to Sherrie Joseph who was handling that at the opening today. It shows community support which you need if the folks are going to give the grant.

Rest on our laurels tonight but tomorrow we have to start pushing for phase 2. 

We need to keep this in the fore front on peoples minds so when we get the matching grant the council knows with out a shadow of a doubt that people want this.

Just wanted to log in long enough to say I brought my 10-year-old son out today and we really enjoyed meeting some new Summerfield friends and seeing some we hadn't seen in a while. We didn't get there until after 6, but there were still plenty of folks there and still entertainment. We walked on the trail, ate some cake and he finished off what was left of the ice cream. It was a nice excuse for us to get out and spend some time together while checking out the new park. It was really nice -- something Summerfield should be proud of! I'm sure it will get lots of use and provide lots of enjoyment. Congratulations!

The park grand opening did seem to be a great success and everybody seemed to have a great time.

I did get to sample the cake, and wow, was that homemade banana nut ice cream ever good! Unfortunately I missed out on the cotton candy, which is one of my favorites.

The playground equipment did get a good workout, and seemed to stand up to the test. I didn't get a chance to test out the swings myself, so I'll have to come back later when it's not so crowded. I saw Mike Stewart lurking around near the playground, and I think he had the same idea.

I'll tell you what else got a workout -- my picture taking finger! I haven't taken so many photos at one place since, well, probably Founders' Day.

Summerfield knows how to throw a party. I heard lots of people say A Day in the Park should be an annual event.

Hey forum friends.. I'm just taking my aching feet out of the ice bath from yesterday. I really had a great time at the park celebration! There were maybe ~~ 800 people there! What an overwhelming POSITIVE support for parks.  It was a fun shindig!

... Face painting, Greyhound Friends, Guilford the grasshopper, the Summerfield firetruck, SRA (they can really cook a hot dog!), local Churches (Summerfield Methodist & First Baptist) giving away pop corn, cotton candy and yummy homemade ice cream!! Shelia Williams had to qualify for the longest line with her drawings, and let's not for get the Generic Hustle band... Wooo- Wooo they were good!

The Summerfield Youth Association's stepping stone idea was masterful. What a super idea to create a place in the park made by the children... they are first class! The Master gardeners display (what did you water that plant with, it was huge?) New Garden Friends School 's buttons making table with Mrs. Moore's creative storytelling in the background.... this is just to mention a few of things at the celebration... Whew!!

It was a great day for Summerfield and we need many more days like this one. It was fun!

I went up to the park this morning.


The SYC folks were up there flipping out the stepping stones that they made, scrubbing the excess concrete off and placing them over where they are going to be used.  Unfortunately the concrete had dried too much to scratch the names of the people in the stones but they did keep a list of names so we'd know who contributed.  Those stones were such a great idea.


There were quite a few families taking advantage of the amenities available.  Lots of folks walking and kids on bikes and lots of folks hanging out on the playground.


Just does your heart good to see folks enjoying this new addition to our community.


I think the park haters really have their work cut out for them this time....

This is the official info on how to get a park survey for phase 2 of the Summerfield Park. 

SPARC PROJECT #1: SURVEY

The Park Phase II Surveys will be available in several locations:

     Town Hall: Survey sheets are already on a table just inside the side door (in the Museum).

     Town Meetings: Surveys will be available at the next two Town Meetings (9/26 and 10/3).

     Town Newsletter: Michael Brandt already has plans to include the Survey in the next Summerfield Newsletter.

At Saturday’s Park Celebration, people were very willing to fill out the Survey.  The results were positive and included several great suggestions!  I’m sure the final summary of all the surveys will be available to everyone interested in the details.

SPARC PROJECT #2: DONATIONS FOR PARK ENTRANCE “One Brick At A Time”

I’d also like to mention a new SPARC fundraising project for the Park called “One Brick at a Time”.  Donations are being accepted to complete a beautiful brick walkway at the park entrance.  Shelia Williams made a wonderful artist’s rendition of the design.  For each $50 donation to the Park, an engraved brick paver will be installed in a new walkway lining the park entrance road. 

 

Donation forms, with directions for your personalized engraved message, are available at Town Hall (on table just inside the door).  They will also be available at Town Meetings. 

 

WHAT CAN YOU DO?  Please spread the word!  And, please consider making a donation now!  We would like to order and install the first 100 bricks (best price break) as soon as possible.  Once other people see how great the bricks look, they will be inspired to participate!  100 installed pavers would make a terrific “visual” picture to encourage more park donations (to “One Brick at a Time”) as sentimental gifts for the holiday season!

Yes, I thoroughly enjoy my 3 yr old blonde blue eyed princess.

Last night she sat in the recliner with me for a long time.  Lil SMS on my lap, computer on her lap.   She plays on the pbskids.org website.

At this point I have Mr. Mike and an unkown money for the brick. I have not checked my post office box in two days so if you mailed it in the last two days it may be there. Whoever sent the money in an unmarked envelop needs to PM me or give me your screen name so I will know who I am missing.

Sherrie says so far we have 45 bricks paid for. Get the best deal with 100 or more. It takes approximately 6 weeks from order to delivery so there is a real push to get the first bricks ordered in October to have ready around the first of the year to install.

I will try to get everything pulled together and get ours ordered next week.

Well Macca now that I looked under the money I see the hearts. How clever. I had not lifted the money out of the envelope and had just quickly glanced at the money.  I would have seen it when I took the money completely out. I just have eveything piled up on my wood stove waiting for me to do something. Thanks for clearing that up.  I am just dense somestimes.

I ain't sure if this has been asked before, but will the walk be unfinished until more bricks are bought? Will they install them as they are bought, or will they put in some reg'lar bricks an' replace 'em with the engraved bricks? Not sure how that will work...

Actually, Steve-O, the production graph fer Mr Mike's Gourmet Bacon Ice Cream is purty flat fer some reason. Plenty o' product is bein' produced, but it ain't gettin' out the door. Mr Mike is taste testin' the latest batch right now. When he gets done, I'll see if'n he has any thoughts on the matter. Hee hee!

I think I have or will have all the money in the next couple of days for the bricks. Pappy I am not sure what the post office thinks I am doing now with the way you addressed that envelope. Actually I figured out Macca, she must have been practicing her PI stuff when she fixed her money up and I not being a certified PI almost missed the clues. Good job Macca. This has really been such fun!!. Now I will search around and find the form I need to fill out and get it to Town Hall.

I think you guys must need to work on your marketing. I know a great local newspaper where you can buy some wonderful advertising. It is direct mailed to almost 10,000 local homes and I'm told it's the best advertising money you'll ever spend. :P

The brick is ordered. Cracker sent her money and the form already filled out so it was an easy job to attach a check. I also ordered 2 bricks in memory of family members and Jim Flynt ordered a brick so actually it is a total of 4 bricks. Which should put us at the half way mark to 100.  

I will ask Sherrie to tell us when they are ordered so we will know kinda sorta when to expect them back.

Good job Folks. And Cracker thanks for the already filled out form. Your handwriting is much better than mine.

Not nearly as experienced in "shining" as Pappy.  He's my idol.  

This job kind of reminds me of the groundskeeper in Caddyshack. 

In all honesty though, this is a serious need.  When nature calls, kids need a clean place to go.

While at the Y (groan) yesterday I overheard two moms and a grandmother talking about how great the Summerfield Park is.  All had used it for walking and for the playground.  It does my heart good to hear unsolicited comments like that.

I didn't know anybody else owed money Cracker. Send the excess to Town Hall for the Park Fund. I paid and ordered the brick last week. We are just going to have to wait now for about 50 more bricks to be ordered.

I think phase two will come along especially since we have some professionals helping us. Hannah Cockburn is the PCog  person who will help get the grant written. She use to work for the County and has a lot of experience with their open space group getting grants written.

I was so surprised the other night at Town Council when BS and Dc voted for the updating of the park plan at $10,000 because Dr. Sellars said to but voted against hiring PCOG to assist with the grant writing. Are we just going to upgrade the plan every year but not do anything with the plan?

I am hearing good comments also about the play equipment. My niece takes her two little boys over every week to play. She then puts them in thestroller and walks. It is so nice to see after all the years of planning. Thanks to Debbie Hoffman and all the years and volunteers we now have something wecan be very proud of.

Phase two of the park is in the works. The Parks committee met last night with the Consultant who will help get the grant written. We have 2 months to accomplish this. So here's what's happeining and what we need to do.

A survey will need to be filled out. Hopefully the web address will be available in  the next week and it will appear in the North West Observer for folks who don't want to fill it out on line. Very important to fill out because it shows the people with the grant money that Summerfield is serious and the people want the park.

A community meeting tentatively scheduled for Saturday Morning November 4, 2006 10-12 to prioritize what phase 2 will include. This meeting will be hopefully be at the Community Center but don't know for certain yet.  This too is an important meeting to say we had all these people interested enough to come out on Saturday morning and have input in the process.

Then the experts will compile the community input from the surveys and meeting and they can then write the grant. The engineering group will take the information to come up with the revisions and current costs.

So this is where we are needed again to let the Council and PartF grant people know we are serious about wanting Parks and recreation in Summerfield.

I have heard some grumbling about the park and how it will affect our taxes. Building the park does not affect our taxes. It seems that someone or some group is using using fear and misinformation to cause people to think that building a park or spending some of the tax payer’s money will cause taxes to be raised... This is not true. These are scare tactics. The town has millions of dollars in the bank from past Guilford County collections that were reimbursed. The equation for reimbursement has changed because of our Guilford County Commissioners. So now, the only way we as a town can receive any portion of our sales tax back, is by charging a tax. It's a small tax at that. I do not have a problem with paying my taxes to Summerfield, because I KNOW I would have been annexed into the BIG CITY of Greensboro by now and their taxes are HUGE.

Sandra, do you know what Greensboro's tax rate is?

According to the Guilford County Tax Department,  The GSO tax rate is .66150 per $100.00. 


Summerfield's rate for 2006 is 3.9 cents per $100.00.

Pappy was pretendin' to read that Go Triad publication t'other day an' they had a good story 'bout some talented local artists, Shelia Williams of Park Openin' Day fame among others. Purty pitcher on the cover, by the way!

Anyway, I was inspired to shine up my bald haid to use as a crystal ball an' look in it toward the future. (If you look in a mirror at a mirror image o' the back o' yer haid, it reverses the reverse of it, I think...). I seen a fleetin' vision o' this area becomin' a cultural Mecca, with wineries an' art studios an' fancy agritourism spots servin' goat cheese an' writers wanderin' aroun' loose an' metal sculpters a-weldin' away...an' thar in the middle of it was a crowd o' musicians at Summerfield Park's amphitheatre playin' the 1812 Overture an' firin' off canons up the hill...

Aim high for Summerfield's future.

I am completely in favor of the communitiy park.  I would use it almost daily.  And I would volunteer to support it.

My family loves the park too, NCcatmom.  Everyday, weekdays and weekends, at least 1 or 6 of us are in a park… having fun at the playground, exercising, going to “music in the park” or an art event, participating in a sport (always doing this!), attending a festival or just walking our dog. We are a family that uses parks!

Just to let you know, Summerfield is having a community workshop to find out what the people want in the second phase of the community park. It’s a great opportunity for us to voice our support. It seems to be very important here in Summerfield, because two of our Council members (Ms. Strickland & Mr. Crawford) have postured themselves to stop parks altogether in our town. Their mantra is no taxes, no nothing. They did not vote yes for phase I of our Summerfield Park. Just as a friendly reminder, our taxes were not affected by this park, what-so-ever. If anything was telling, our town was “GIVEN” MOST OF THE MONEY by our friends & neighbors in Summerfield in donations, Guilford County and by the State of good ol’ NC. This money and support was to help our town build a park for our citizens. So what is the whining about?? I’m not for sure. Anyways, if we want places like these in OUR community, I think it’s imperative we let our Town Council know this... oh, and bring a friend.

It is very important for all who care to use the park or a park in this area to attend the Nov 4th workshop from 10am to 12.

This workshop will let the citizens who are concerned (no pun intended) have an input to what actually will be in the next phase of the park. This is also a necessary meeting to have for information to submit for a "Grant" to get the funds needed to finish the park.

I hope to see all of the real people who are concerned about what is going on in Summerfield at this workshop!

ANNOUNCEMENT


I just went to the Town of Summerfield's website and they have the Park Survey online and ready for us to fill out!!!  I was checking a meeting date and didn't have time to do it tonight (said it takes 10 minutes), but you can bet I'll go back tomorrow and do it.  Yay!!!!


I'm pretty sure that you Non-Summerfield folks can do it too!!!  Please help us whoop the naysayers and build our park!!!!

Anybody who has an opinion on the park can fill out the survey. We need at least 300 surveys I think it is to be really valid, thats a lot. Tell your neighbors.

Hopefully lots of people will show up Saturday and we will get surveys filled out then too. We need lots of people on Saturday at the School from 10 to 12. Support the Park!!! Phase 2!!

Hey I posted this over on MAAN too. Don't forget the meeting in the morning 10-12 at Summerfield School to discuss Phase 2 of the park. This meeting is required by the PartF grant folks in order to qualify for the matching funds. Going to have good coffee and nice folks.

A good turn out today. I was hoping for a 100 but we had over 40 people attend. Took a little walk in the park and then brain stormed. Lots of good ideas. Had several new faces which was good. All the information will be compiled and should be public record in about 10 days.

Great info from all that came out for the workshop. I was impressed with the ideas from the children that helped out. We need more children involved in filling out the survey. If you are online, have your children complete one also. They are a large part of the community and we need their input also. Even if they can't vote they can be heard this way.

Baseball Buddy did not "hulk out" as far as I could see. I did not see any big green guys running around the meeting and splitting their regular-sized clothes. Everyone in attendance seemed very well behaved. I also saw some good ideas as far as what people would like in the park.

Some people want to frame the park question in terms of "needs" vs. "wants". I assume this is so we can "logically" reach the conclusion that a dumb ol' park is just a "want" an' therefore somethin' we can do without.

By that logic eyesight might be considered merely a "want" since many visually impaired people can function well without the benefits of eyesight.

Pappy thinks we reach a more meaningful evaluation if we look at it in terms of value to the community. Will a park with an amphitheatre (etc.) provide greater value to the community than the cost its installation an' maintenance will incur?

Yes! Immeasurably more!

When foresight is what we need, willful blindness is what they want.
